Well... To make a long story less long, the US govt, for the first time I can ever recall, relinquished authority to a pprivat corp, of IANA (Internet Assigned Numbers Authority -IP addresses) to a private corporation ICANN (Internet Corporation Assigned Names & Numbers - website names)...
Of course ICANN is governed & sets rules, but should they deem a particular website not congruent with it's values (which don't necessarily include free speech aka 1st amendment) they can disconnect say wikileakes.com but not the IP address itself, and because IANA was under the control of the US GOVERNMENT, should such happen one could file a freedom of speech (1st amendment) suit with the Dept Of Commerce for violation of 1st amendment for redress of grievances....
Because even if a particular website wasn't available through its URL, it could be accessed through its IP address... In other words... Until today or which time ICANN decides, the internet just became much less free
